L2 supports existing and prospective Nuclear Site Licensees by 
providing advice on the regulatory requirements from the Office for Nuclear Regulation (ONR) to hold and operate a Nuclear Site Licence and the related Radioactive Substances Activity (RSA) Environmental Permit issued by the Environment Agency, Scottish Environment Protection Agency or Natural Resources Agency.

L2 have extensive experience in supporting Operators and prospective Operators in development of Management Arrangements (the systems, procedures, and organisational structures that an Operator must have in place to ensure the safe and compliance to the Nuclear Site Licence and RSA Environmental Permit Conditions).

At L2, have worked for a number of operators as well as supply chain companies working across the UK and International nuclear sector including nuclear power generation, new nuclear build, defence nuclear, uranium enrichment, fuel manufacture, decommissioning, waste management and disposal.

  • Radiation Protection Adviser (RPA): L2 is an HSE-recognised RPA 
Body to provide advice on compliance to IRR17.
  • Development of Radiation Risk Assessments, Local Rules, and 
Contingency Plans.
  • Support with Radiation Monitoring, including instrument selection, 
calibration, and testing and environmental monitoring programmes.
  • Personal Dosimetry advice, including Approved Dosimetry Services 
(ADS) dose assessment.
  • Assistance with undertaking ONR Registration and Consent

  • Radioactive Waste Adviser (RWA): providing advice on RSA 
Environmental Permit compliance matters including management, arrangements, environmental dose assessment, environmental monitoring and demonstration of Best Available Techniques.
  • Dose Assessment: Predictive and Retrospective Dose Assessments 
for employees, the public and non-human specifies including 
radionuclide fate in the environment.
  • Best Available Techniques: including development of strategies 
and BAT Assessment/Cases.
  • Disposability Assessment: waste assessment against disposal operators Conditions for Acceptance (CfA) and the Geological 
Disposal Facility Letter of Compliance (LoC) applications.
  • Nuclear Site Licence Applications: including development of 
strategies, plans, nuclear site licence head document, 
management prospectus, corporate governance arrangements 
and management systems.
  • Organisational Arrangements: including development of organisational design strategy, undertaking organisational gap analysis, Nuclear Baseline and processes to manage organisational change.
  • Intelligent Customer: Development of Intelligent Customer 
Strategies, Implementation Plans and Processes.
