Radioactive Materials Transport

L2 employ a number of Dangerous Goods Safety Advisers (DGSAs) with extensive experience in Class 7 dangerous goods to provide advice to clients on the transport of radioactive materials and waste by road, rail, sea and air. The regulations that cover the carriage of radioactive materials specify that any undertaking involved in the carriage, or related packing, loading, filling, or unloading of radioactive materials (Class 7 dangerous goods) has a legal obligation to appoint a Dangerous Goods Safety Adviser (DGSA).

Transport

We are familiar with the relevant modal codes that relate to the transport of radioactive material, with the most commonly used being the Agreement Concerning the International Carriage of Dangerous Goods by Road (ADR) but also the International Maritime Dangerous Goods (IMDG) Code for Marine transport and the IATA Dangerous Goods Regulations (DGR) for Air transport.

In Great Britain (similar for Northern Ireland) the ADR Modal Code is enacted via the Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations 2009 (as amended) (CDG09), which bring in additional requirements for production of a Radiation Risk Assessment under the Ionising Radiations Regulations 2017 (IRR17) and if the outcome identifies that a Radiation Emergency is possible, then Emergency Plans, specific emergency training and a requirement to test and reporting on the testing of Emergency Plans to the Office for Nuclear Regulation (ONR).

Class-7-Vehicle-Loaded

The ADR modal code requires the appointment of a DGSA unless the radioactive material that you are transporting is Exempt from regulation, or you are only transport Excepted Packages. We can advise on the need for a DGSA (as well as a Radiation Protection Adviser (RPA)) and provide the expert advice to help you with all aspects of radioactive materials transport relating to the Duty Holder role you occupy (Consignor, Loader, Carrier, Unloader and/or Consignee).

We have experience in supporting a range of clients which includes couriers that solely undertake transport activities as their main operation as well as companies that need to transport radioactive materials to support the work that they undertake. This can include Freight Forwarding, Industrial Radiography and Moisture/Density Gauging among others across a variety of sectors including nuclear, non-destructive testing, veterinary, healthcare, oil/gas.

L2 provide advice to clients on their transport activities including package types, vehicle requirements, transport documentation, training, emergency arrangements and management controls (including the development of radiation protection documentation including Radiation Risk Assessments, Local Rules/Radiation Safety Procedures and Contingency/Emergency Plans). As DGSAs we advise on all aspects of radioactive material transport and undertake routine visits to assess compliance and recommend any improvements.
