Nuclear Regulation
L2 supports existing and prospective Nuclear Site Licensees by providing advice on the regulatory requirements from the Office for Nuclear Regulation (ONR) to hold and operate a Nuclear Site Licence and the related Radioactive Substances Activity (RSA) Environmental Permit issued by the Environment Agency, Scottish Environment Protection Agency or Natural Resources Wales.

L2 has worked for a number of Operators as well as supply chain companies working across the UK and International nuclear sector including nuclear power generation, new nuclear build, defence nuclear, uranium enrichment, fuel manufacture, decommissioning, waste management and disposal including developing application documentation and/or undertaking peer review of applications ahead of submission including undertaking Readiness Reviews using regulatory guidance and past operational experience.
L2 have extensive experience in supporting Operators and prospective Operators in development of proportionate Management Arrangements (the systems, procedures, and organisational structures that an Operator must have in place to ensure the safe and compliance to the Nuclear Site Licence and RSA Environmental Permit Conditions).
For Nuclear Site Licence Applications we have helped clients to develop application strategies and work plans in addition to specific deliverables including Nuclear Site Licence Head Document, Management Prospectus, Corporate Governance Manuals, Management System documentation and NSL Condition/RSA Permit Condition Compliance Plans.

In respect of demonstration of effective Organisational Capability we have helped clients develop organisational design strategy to address each stage of the project, undertake organisational gap analysis, develop a model for the Nuclear Baseline, processes to manage Organisational Change and an effective approach to demonstration of Intelligent Customer capability.
L2 also has experience in supporting reactor technology Generic Design Assessment (GDA) against the published guidance from Office for Nuclear and Environment Agency/Natural Resources Wales to the New Nuclear Power Plants: Generic Design Assessment Guidance for Requesting Parties (and previous guidance).
We have also provide advice and support to clients on site selection and assessment against regulatory criteria including Land Use Planning and REPPIR19 in respect of future Emergency Plans.
